By using water pressure you can clean this clogging. You might have to disassemble the gutter pipe and clean it manually if the water pressure is not sufficient. Always ensure you do not damage the walls of the gutter in any manner while cleaning.

Once you have cleaned the gutter pipe, you can fix it back to the roof. Cleaning rain gutters can be quite time and energy consuming. But if it is done periodically, then you can save lot of time, energy and money for a later day.
